Plans are shaping up to call a special session of the new Congress at the beginning of January to consider changes in social security.

Aware that the system will run short of money next summer, congressional leaders are discussing how best to handle social security revision. Because Congress will be dealing with the fiscal 1983 budget through the end of its regular session and will take up the 1984 budget late in January, the strategy is to isolate the social security problem in a special session.
