College football fans can get carried away. So the University of Wisconsin is using TV to cut down on vandalism at home games. By panning fans in the stands, officials hope to zoom in on those who toss bottles or rip up seats. The tapes are used as evidence in campus or court proceedings. Into its third season, the technique has come in handy, say Wisconsin officials. The University of Nebraska tried the technique a decade ago but didn't find it that useful.

''We didn't find it that cost effective,'' says a Nebraska spokesman. ''We get some pretty enthusiastic fans but they tend to police themselves.''
