EC delays an Israeli deal, proposes loan to Lebanon

The European Community (EC) postponed signing a $40 million financial protocol with Israel in a move linked by EC officials to the Israeli invasion of Lebanon.

The five-year agreement, involving EC loans granted on special terms, was due to be signed Monday. At a meeting last week, EC foreign ministers condemned the Israeli incursion, which they called a flagrant violation of international law.
