Less than a month ago, historic -antagonists India and Pakistan agreed that ''the air had been sufficiently cleared'' to start talking about a nonagression pact.

Now it has clouded over again. India has announced the indefinite postponement of an envoy's visit to Pakistan to pursue talks.

India is angry with Pakistan for bringing up one of the most ticklish issues between the two neighbors - the disputed status of Jammu and Kashmir, India's northernmost state - at a UN Human Rights Commission meeting in Geneva last week. There, a -Pakistani delegate likened Kashmir to Namibia and Palestine as areas yet to gain the right of self-determination.

India and Pakistan have fought over Kashmir three times since their partition in 1947. India objects to Pakistan raising the issue publicly in Geneva, saying it should be resolved privately between the two countries.
