Three small banks lowered their prime rate by half a point, to 161/2 percent, amid signs that interest rates might begin easing.

The cuts were announced by Southwest Bank of St. Louis, which often points the way in interest rate trends; Ameritrust Company, Ohio's largest bank; and UMB Bank & Trust Company in New York.
