Europe may toss weight in Japanese trade scales

The European Commission plans to lodge a formal complaint against Japan over its huge trade surplus with Europe. European Community (EC) sources said the commission wants to start proceedings against Japan under the General Agreement on Tariffs and Trade, which could force radical action to open up the Japanese market.

Japan had a 10.3 billion dollar trade surplus with the EC last year, an increase of one billion dollars from 1980.
