Conservative fund-raiser gives Reagan a C-plus

The conservative fund-raiser once called the godfather of the New Right, Richard Viguerie, said President Reagan deserves no better than a C-plus for his first year in office.

Mr. Viguerie said the President has ''missed a lot of opportunities,'' and invited other leading conservatives to assemble in Washington Thursday to assess what he called a generally disappointing first year of the Reagan presidency.
