The number of people out of work in the 10-nation European Economic Community (EEC) reached a record of almost 10 million in November, or 9 percent of the work force, the EEC said.

The sharpest rise in unemployment was in West Germany, where the number out of work rose 9.1 percent over the previous month to reach a still relatively low overall rate of 5.7 percent of the working population.

But West Germany is still one of the strongest European economies. Belgium has a 12.8 percent jobless rate, and Britain's stands at 11.3 percent.
