Soviet 'peace drive' seen which could shake NATO

The Soviet Union may soon begin a "peace offensive" aimed at Western Europe that could seriously shake the NATO alliance, former Deputy Secretary of State Warren M. Christopher predicts. The Reagan administration should respond to the Soviet peace initiative by abandoning a continuing policy of "combativeness," he said, adding that the Soviets could fracture the Western alliance by playing down their aggression an d then ridiculing the US's hard line.
