Diplomats in Moscow say US diplomats are meeting more Soviets officials than any time since the Afghanistan invasion 18 months ago. US embassy officials won't confirm or deny the reports. They say any comment can come only from Washington.

But European and third-world diplomats in Moscow say they have been told privately of an increase in US-Soviet meetings since President Reagan took office. These include a number of contacts with senior Soviet Foreign Ministry officials. US and Soviet officials have met about the dozen times on the current Syrian-Israeli crisis alone, sources say.

"One reason the Soviets don't call this a dialogue," one diplomat ventured, "is they no doubt don't much like what th e Americans are telling them."m
