Japan will hold down car exports to Belgium, the Netherlands, and Luxembourg this year to at least 1980 levels to try to dampen trade friction with Western Europe. Earlier, Japan said it would hold the growth of car exports to West Germa ny this year to 10 percent above 1980 levels.
