FBI Director William H. Webster urged close cooperation between the FBI and state and local police -- as in the Atlanta child murders investigation --tively. Brushing aside his differences this week with local officials, Mr. Webster said he hoped the joint investigation into the murders of 23 black children in Atlanta would serve as a model for crime-fighting cooperation.

At issue was his earlier remark to a small group of reporters in Washington that three or four of the killings had been substantially solved. Atlanta Mayor May nard Jackson and other city officials disagreed.
