Camps for terrorists run by Soviets, Haig charges

Secretary of State Alexander Haig stepped up his attack on alleged Soviet support for terrorism, saying Moscow maintained camps for thousands of "embryo terrorists" in the Soviet Union, Eastern Europe, and Libya. Appearing before the House Foreign Affairs Committee, he said the Soviet Union's use of terrorism was part of a strategy that included subversion and infiltration in other nations and finally direct intervention by the Kremlin or its proxies.

Mr. Haig also presented a plea for $4.27 billion in military assistance for America's allies next year, including $212.6 million for troubl ed Central America.
