Premier says Japan balks at upping arms ante 9.7%

US Defense Secretary Harold Brown arrived Thursday as Prime Minister Zenko Suzuki made clear the Japan does not want to meet American demands to increase defense spending by 9.7 percent next year. Mr. Brown, who arrived in Japan from a NATO ministerial session in Brussels, will meet the prime minister today (Dec. 12) to discuss Japan's defense enhancement program. Mr. Brown and Japanese leaders will also review the situation in Poland, and efforts to get South Korean President Chun Doo Hwan to spare former opposition leader Kim Dae Jung, under sentence of death for sedition.
