Some conservative Democrats on Capitol Hill may pull down their own House to rebuild it to the right. One move that could emerge from a meeting of conservative House Democrats this week is a coalition with Republican congressmen to oust Speaker Thomas P. (Tip) O'Neill Jr., a liberal Democrat from Massachusetts and a key figure in the party hierarchy. Yet some in the House see any effort by the right-wing Democrats to oust O'Neill as unlikely.
