Some conservative Democrats on Capitol Hill may pull down their own House to rebuild it to the right. One move that could emerge from a meeting of conservative House Democrats this week is a coalition with Republican congressmen to oust Speaker Thomas P. (Tip) O'Neill Jr., a liberal Democrat from Massachusetts and a key figure in the party hierarchy. Yet some in the House see any effort by the right-wing Democrats to oust O'Neill as unlikely. But those who meet this week are nonetheless expected to bid for more power in the House.

Many of these Democrats consider themselves more in tune with the coming Reagan administration than their own party leadership, and they could effectively split the vote of the Democratic majority in the House.m
