Correction

A United Nations story published Oct. 27 incorrectly stated that Uganda does not have a government. It should have said Uganda lacks an effective government. Since the ousting of Idi Amin, Uganda has had two Presidents, Yusufu K. Lule and later Godfrey L. Binaisa. Last May, Mr. Binaisa was replaced by a six-man military commission headed by Paulo Muwanga.
