Ah, those White House perks. They're especially nice at election time. For instance, there are the White House "radio actualities." This is a federal service which allows any US radio station to dial a toll-free "800" number and record the day's White House news.

One Carter staffer says the White House Press Office takes steps to keep the tapes "strictly nonpolitical." References to Ronald Reagan, for instance, are generally screened out.

But on yesterday's tape, the President could be heard speaking at a town meeting out on the campaign trail. His subject: the emotional campaign issue of abortion.

A sidelight: Rich Nelson is doing the announcing for the tapes, even though he is officially on leave with the re-election campaign. m
