Cleveland schools start final integration smoothly

The final phase of desegration of the troubled public school system has begun smoothly, with only a few minor first-day hitches. The Cleveland system, Ohio's largest, is proceeding under one of the most far-reaching desegration plans ever ordered by a federal court. It is almost totally controlled by a court-appointed special administrator, who is directing an effort in which 42, 000 of the district's 85,000 students are being bused.
