The head of the striking Electrical Workers union in Los Angeles ordered a walkout escalated to the city's water system and to other plants previously unaffected by the strike.If the strikers follow the order, the Department of Water and Power will lose still more of its generating capacity, already cut to about 60 percent by the walkout. The union says the city made, then reneged on, a wage and benefit offer of about 14 percent, an offer the union -- which had been demanding 18 percent -- would have accepted.
