Hait paid former Massachusetts Gov. Endicott Peabody nearly $125,000 for lobbying and legal work, Justice Department files reveal. The payment, according to a report by Congressional Quarterly, was received during the year ended March 29. His expenses included $331 for meals at Washington's exclusive Lion d'Or restaurant.

Peabody told CQ that he believed he "had a part" in persuading president-for-life Jean-Claude Duvalier to institute some reforms in Haiti, the Western Hemisphere's poorest nation.m
