Washington — The new secretary of state, Edmund S. Muskie, will meet Soviet Foreign Minister Andrei A. Gromyko in Vienna May 16, the State Department announced Thursday.
Meanwhile, George J. Mitchell, appointed a US District Court judge by President Carter last September, was named Thursday to fill the US Senate seat vacated by Mr. Muskie. Mr. Mitchell will serve out Mr. Muskie's term, which expires in 1982, after which he could run for election. In accepting Gov. Joseph E. Brennan's offer, Mr. Mitchell must resign a lifetime position as a federal judge.
