Educating America's public school children cost $83.6 billion in fiscal 1977- 78, the Census Bureau reports. Spending per pupil at the elementary and secondary school levels was highest in Alaska, at $3,596 per pupil, and lowest in Arizona and Kentucky, at $1,208.
