British Ambassador Sir John Graham returned here Thursday after spending three days in London conferring with his government on the US Embassy hostage crisis. He is the first of eight European Common Market envoys to return after all were called home to discuss the US appeal to its allies to impose economic sanctions against Iran. The other ambassadors are expected back within the next week.
